Who is eligible for the solar and battery rebates, and who isn't?

The figures are the easy part. The rules are where quotes go wrong: a second system at the same address, a household just over the income line, a battery added to old solar, two rebates that do or don't stack. Every row below is read from the page of the body that runs the program, with the date on that page. Where a rule isn't stated anywhere official, the row says so instead of guessing. Who is eligible for the solar rebate in Victoria?

For the $1,400 Solar Homes panel rebate: an owner-occupier (or owner of a home under construction), combined taxable income of all owners under $150,000, property valued under $3 million, no solar installed at the address in the last 10 years, and no previous Solar Homes panel or battery rebate at the address. The federal certificates have no income or property test at all.

Can I get the solar rebate if I already have solar?

Not the Victorian one, if the existing system was installed at your address within the last 10 years. You can still add a battery under the federal Cheaper Home Batteries discount, which allows a new or existing solar system up to 100 kW, and the federal certificates apply to a replacement system.

Can I combine the solar rebate with the battery rebate?

Yes. The federal certificates on the panels, the federal battery discount on the battery and the Victorian $1,400 Solar Homes rebate can all sit on one install, provided the address qualifies for Solar Homes. Victoria's own battery loan is closed, so there is no state battery money to stack.

Is there a solar rebate for a new build in Victoria?

The panel rebate covers a home under construction where the owner will live in it, subject to the same income and property tests. The hot water rebate does not: it needs an existing system at least 3 years old.

Are solar rebates being cut in 2026?

Not during 2026. The federal step-down is 1 January 2027: the solar deeming period drops from 5 years to 4 and the battery factor from 6.8 to 5.7. Victoria's income cap already dropped from $210,000 to $150,000 on 1 July 2026.
